French inflation picks up in October, leaving ECB facing a policy bind

France's preliminary October CPI and HICP both rose more than expected, with energy prices up 24.1% annually, adding to pressure on the ECB.

  • Preliminary French CPI for October came in at +3.4% year on year, versus the +3.2% forecast
  • The prior reading was +3.1%.
  • October's preliminary HICP for France was +3.8% y/y, against an expected +3.6%.
  • That compares with +3.4% beforehand.

France's headline price growth is expected to have picked up once more in October, with preliminary data putting annual inflation at its strongest level since December 2023.

Energy costs are again the driving force behind much of the rise in headline prices. Annual energy inflation accelerated to 24.1% in October, up from 21.3% the previous month.

Within the details, food inflation edged lower to 1.2% in October, while services inflation is estimated to have risen further to 2.7%, compared with 2.4% previously. That second trend is the more worrying one, suggesting energy costs are beginning to spread through the economy and will feed through to core inflation as well.

For the ECB, this is an uncomfortable situation. France's economy is already under strain, and its fiscal challenges are intensifying by the day. Add rising inflation pressures to that mix, and the outlook for Europe's second-largest economy looks increasingly stagflationary.

The central bank now faces its key dilemma: the danger of further policy tightening. That concern is amplified by heavy pressure on French bonds tied to fiscal anxiety, which could spill across the wider euro area.

The ECB is in a no-win position.
