Donald Trump's trading accounts executed 517 securities transactions in August, with a total value of up to $273 million. One of those buys occurred two days prior to the president signing a policy that affected that company's sector.

No legal barrier prevented these trades; the disclosure reports each transaction only within a value bracket, leaving precise amounts undisclosed.

The biggest transaction was in Meta Platforms, with between $5 million and $25 million spent on August 21, CNBC reported.

A SpaceX trade took place three days prior. On August 18, the accounts acquired $1 million to $5 million in SpaceX notes, which are corporate debt instruments yielding 5.35% annually and maturing in July 2031.

Two days after that, Trump signed a memorandum that aims for over 1,000 U.S. launches and reentries annually by 2030. The document does not specifically mention SpaceX, a company that already conducts missions for NASA.

Also on August 21, the accounts purchased between $1 million and $5 million of Netflix, Chevron, and AT&T shares each.

The month included selling as well. Purchases amounted to at least $44.2 million, while sales totaled at least $30.1 million, which included up to $5 million in Advanced Micro Devices (AMD) shares.

Legal Framework for a President's Active Stock Trading

There is no legal requirement for a president to divest their stock holdings. The primary federal conflict-of-interest law, which requires other officials to recuse themselves from decisions affecting their investments, specifically excludes the president.

Instead, the law mandates disclosure. Under federal ethics rules, presidents are required to report every transaction to the Office of Government Ethics (OGE) within 45 days.

Insider trading restrictions still apply. The 2012 STOCK Act, which prohibits officials from trading based on nonpublic government information, explicitly includes the president.

Blind trusts, in which an independent manager oversees assets without the owner's awareness, are not required. Most presidents since Lyndon B. Johnson have utilized one, NPR reported.

In contrast, Trump's accounts are structured as discretionary accounts, meaning external managers make trades without his consent. A Trump Organization representative provided details on this arrangement in May.

“They receive no advance notice of trading activity and provide no input regarding investment decisions,” Axios reported.

Earlier months saw more active trading. Both June and July had over 1,000 trades each, and a July filing indicated the accounts purchased MicroStrategy stock prior to an 83% surge.
